My question is very simple HBase is a database which run over HDFS. We can have it with Hive but what is the Scenario or problem for which this kind of a combination is needed.

Any database (including HBase) provides lot latency and low throughput and so it suitable for integrating with applications which requires smaller data sets quickly (like a customer facing web application). Meanwhile, Hive which is based on MR provides high latency and high throughput (similar to batch), so depending on the non functional requirements either pick HBase or Hive.
